Applicable for all candidates
a) Duly completed applications must reach / be submitted to the Government Offices as mentioned by 31st
December, 2013. Applications received after the last date of submission will be summarily rejected
without showing any reason.
b) It may be noted here that duly filled in and completed applications will only be considered for awarding
Scholarships. Level-wise number of awardees will be selected considering both merit and means of the
applicants from the valid applications received within the last date of receiving applications.
c) As the payments will be made through ECS only, furnishing of Bank details i.e. A/C No., Bank Name, IFSC
Code and MICR Code of any nationalised Bank preferably the State Bank of India, is mandatory.
Applications can be made either electronically (through website) or manually this year for all the courses excepting medical education. In case of medical education applications should only be made manually and not electronically.
Applications are invited for awarding scholarship for the year 2013-14 under “Swami Vivekananda West Bengal Government Merit-cum-Means Scholarship Scheme” introduced for providing financial assistance to
the poor and meritorious students of West Bengal pursuing higher studies. The students of Post-Madhyamik levels in regular courses who are domiciled in West Bengal and studying in one of the educational institutions of this state after passing out from the State Board / Council of Secondary / Higher Secondary Education and Madrasah Siksha Parishad or a University of West Bengal, set up by State Act, whose annual family income is Rs. 80,000/- or less may apply for this scholarship provided their educational qualifications are as follows:-
1) For Scholarships at Higher Secondary level (@ Rs. 500/- p.m.)
At least 75% in aggregate in Madhyamik Pariksha or its equivalent as stated above excluding optional elective
subject. Students who are enrolled in Class XI on passing Madhyamik Pariksha or its equivalent examination
in 2013 will be eligible to apply.
2) For the Under Graduate level scholarships (@ Rs. 750/- to Rs. 1500/- p.m.)
Candidates must obtain at least 75% marks, consisting of two language subjects and three best elective
subjects. Students who are enrolled in the first year of Under Graduate Course after passing the H.S. Examination or its equivalent examination in 2013 will be eligible to apply.
3) For scholarships at Diploma (Polytechnic) level (@ 750/- p.m.)
Students who are enrolled after passing-out in Secondary (M.P.) Examination or its equivalent as stated above in 2013 for first year Diploma (Polytechnic) course [H.S. Examination or its equivalent for Diploma in
Pharmacy or Modern office practice & Management of 2 year duration] and after passing-out in ‘West Bengal State Council of Vocational Education & Training’ courses which is equivalent to H.S. Examination for 2nd year
Diploma (Polytechnic) courses on lateral entry basis will be eligible to apply. Candidates must obtain at least 75% marks in aggregate [excluding the marks secured in the optional elective subject, if any].
4) For the Post Graduate level scholarships (@ Rs. 1200/- to 1400/-)
At least 55% marks in Honours subjects at the Graduation level. Students who are enrolled in the first year
class of Post Graduate Course in general education after passing the Graduation with Honours in 2013 will be
eligible to apply.
Applications can be made either electronically (through website) or manually this year for all the courses

This website will have contact numbers and emails for extending assistance. This website can also be
accessed from http://www.banglarmukh.gov.in and http://www.higherednwb.net. Applicant can apply
electronically online (with steady internet connectivity) or electronically offline (intermittent connectivity)
from this website. An applicant can also download the manual paper forms available and fill it (hand written
or typed) like previous years and submit it.
a) Online application – The applicant will first get into the scholarship website
http://mcmscholarship.wb.gov.in and register his name. Then he fills in the appropriate application form and
submits it along with scanned copy of all requisite enclosures as attachments while staying connected. After
submission of a completed application form electronically along with requisite scanned enclosures (e.g.
certificates, declaration etc.), the same set needs to be printed and a recent passport size and signed
photograph needs to be pasted on the application form. The entire set is required to be despatched in an
envelope (affixed with the printed barcode to be generated from the system) to the offices mentioned below
within the due date.
b) Offline application – In offline mode, the applicant downloads the editable form in the computer from the
said scholarship website http://mcmscholarship.wb.gov.in, fill it offline, and submit it along with the scanned
copy of requisite enclosures as attachments once connected. After submission of application form along with
requisite scanned enclosures (e.g. certificates, declaration etc.), the same set needs to be printed and a
recent passport size and signed photograph needs to be pasted on the application form. The entire set is
required to be despatched in an envelope (affixed with the printed barcode to be generated from the
system) to the offices mentioned below within the due date.
[Applicable for both online & offline application] – For example, in respect of the form meant for DPI
Education Directorate- “Online/offline Application for Swami Vivekananda West Bengal Government Meritcum-
Means Schoarship- Education Directorate (ED)” must be mentioned on the envelope containing the
application. In other cases “Online Application for Swami Vivekananda West Bengal Government Merit-cum-
Means Schoarship- School Education (SE)/ Technical Education (TE)/ Technical Education & Training (DTE &
T)”, as the case may be, should be mentioned.
c) Manual application – Manual applications should be submitted in the prescribed proforma along with
requisite enclosures (e.g. certificates, declaration etc.) in envelopes to the mentioned offices within the due
date. The words, “Application for Swami Vivekananda West Bengal Government Merit-cum-Means
Scholarship Scheme for pursuing ……………* Course of studies” is to be clearly written on the envelope
